TCL Getech Dongzhi Signs Strategic Cooperation Agreements with About 40 Tianjin Industrial Enterprises to Assist in Intelligent Transformation and Upgrading
People's Daily Online, Tianjin, April 29—Recently, TCL Getech Dongzhi signed strategic cooperation agreements for intelligent upgrading consulting and diagnostics via 'cloud signing' with about 40 industrial enterprises in Tianjin. According to relevant departments, Tianjin is vigorously promoting the 'Industrial Enterprise Intelligent Transformation Action Plan' this year, with maximum rewards for individual enterprises reaching tens of millions of yuan.

Digitalization and intelligence are key to the transformation, upgrading, and high-quality development of modern industry. This year, Tianjin will continue to guide enterprises in accelerating intelligent upgrading by creating digital workshops and smart factories. For example, in the first half of 2019, investment in technological transformation by Tianjin industrial enterprises grew by 50.4%, with manufacturing technological transformation investment increasing by 61.1%. Currently, smart manufacturing enterprises account for nearly 20% of Tianjin's above-scale industries, with growth rates in double digits. This year, Tianjin aims to build dozens of digital workshops and smart factories citywide. To achieve this goal, in the first half of the year, Tianjin established certification standards for digital workshops and smart factories based on national standards and its own development status.

Enterprises undergoing diagnostics and developing suitable intelligent upgrading projects can utilize high-quality cloud services with subsidies from the 'Ten Measures for Smart Manufacturing' policy. "Tianjin's industrial enterprise intelligent upgrading consulting and diagnostics is a relatively complex project requiring deep participation and cooperation among enterprises, service providers, and the government. According to Dai Huaye, the application of new technologies brings significant economic benefits to factories. For example, a liquid crystal panel factory, with the help of TCL Getech Dongzhi, launched China's first artificial intelligence project for identifying defect types in liquid crystal panels, known as the ADC (Auto Defect Classification) project. While AI technology has been widely applied in consumer areas such as facial recognition and unmanned retail, its implementation in the industrial sector is still limited. Upon project completion, AI defect identification accuracy reached over 95%, compared to manual accuracy of about 85%; AI identification speed is at the millisecond level, completing defect detection for a single glass in under 5 seconds, whereas manual inspection takes about 30 seconds. In 2019 alone, this helped the enterprise achieve over 10 million yuan in comprehensive benefits.
This year, Tianjin fully launched the 'Intelligent Transformation Plan.' As one of the top service providers nationwide, TCL Getech Dongzhi has participated in and served approximately 40 enterprises for intelligent transformation diagnostics. Through pilot demonstrations, it covers sectors in Tianjin including chemicals, pharmaceuticals, semiconductor materials, advanced materials, energy, automotive parts, CNC machine tools, apparel, environmental protection, general equipment, and petroleum equipment.
It is reported that TCL Getech Dongzhi's signed enterprise consulting and diagnostics work will be completed by the end of this year, providing targeted solutions and full-chain services, and creating demonstration projects by industry and sector.

Li Hong, Secretary-General of the Tianjin Industrial Enterprise Intelligent Upgrading Consulting and Diagnostics Working Group, stated that the working group's overall goal is to understand the true level of smart manufacturing for over 4,600 above-scale enterprises in Tianjin within 3-5 years. Through evaluations, they aim to identify enterprises' real needs for transformation and upgrading, propose practical planning solutions, and help participating enterprises form a preliminary understanding of smart manufacturing. Additionally, they will develop strategic plans, clarify transformation paths, and guide enterprises onto the right track for upgrading. Based on this, data from the evaluation process will be analyzed and utilized to create a data map, enabling accurate and timely understanding of enterprise development and the progress of Tianjin's consulting and diagnostics projects. This will facilitate continuous tracking and evaluation, ultimately helping superior authorities implement relevant policies, form a complete policy chain, and support excellence and strength.
