In 2019, Wuhan began implementing the "Three-Year Action Plan for Industrial Intelligent Transformation"; later, it formulated documents such as the "Assessment Measures for Wuhan Industrial Intelligent Transformation Consultation and Diagnosis Service Platform", selecting several high-quality intelligent consultation service agencies annually through government procurement of services, providing free diagnostic services from multiple dimensions such as production factors, manufacturing resources, and business links, and tailoring intelligent transformation plans.

In 2021, six companies including Huagong Tech, Wuhan GETECH, and Wuhan Fanuc were selected as diagnostic platform companies. "The government facilitates, and enterprises independently choose companies within the platform for diagnosis and proposal of transformation plans," said a relevant official from the Wuhan Economic and Information Technology Bureau.

After understanding and comparison, Huizhong Company selected Wuhan Fanuc for "diagnosis and consultation". After on-site research in the workshop, the other party proposed a technical transformation plan, which was adopted by Huizhong Company. "After transformation, the product first-pass yield rate almost reached 100%, and production line workers were reduced by more than one-third," said Zhou Yong, adding that subsequent new projects will continue to promote intelligent investment and transformation for further quality and efficiency improvement.

As of now, six municipal-level high-level intelligent manufacturing service platforms represented by Huagong Tech have aggregated 26 consortium units, forming an intelligent manufacturing ecosystem covering lean management, industrial internet, system integration, intelligent equipment, 5G communication, etc., providing tailored intelligent transformation diagnosis plans for 4,166 enterprises, achieving full coverage of intelligent transformation diagnosis services for规上 industrial enterprises and key enterprise intelligent transformation projects in the city.

Strengthen incentive policies to guide enterprises to accelerate transformation

Entering Wuhan Changfei Technology Park, in the intelligent manufacturing optical cable production workshop of Changfei Fiber Optic Cable Co., Ltd., informatized and intelligent production scenes are everywhere.

"Since we started the intelligent transformation of the optical cable factory in 2017, progress has been accelerating," said Liu Jingchen, optical cable process engineer at Changfei Company. Through independent innovation in technology, process, and equipment, intelligent manufacturing is fully applied to preform, fiber, cable, and the entire business环节 of group operations. Among them, optical cable production efficiency increased by 20%, operating costs decreased by 20%, and product development cycle shortened by more than 30%.

As of now, Wuhan has累计 held 90 enterprise intelligent transformation demonstration推广 activities, selected 82 intelligent transformation demonstration projects and smart factories in three batches, promoting and driving 1,015 enterprises to implement intelligent and digital production line transformation.

To better help enterprises solve difficulties faced in intelligent transformation, in September last year, Wuhan launched the "New Technical Transformation Five-Year Action Plan", which compared to the previous "Three-Year Action Plan for Industrial Intelligent Transformation", has greater financial support, wider coverage, and longer policy validity.
